Thank you for your solution and I will try this but nothing is explained in this answer, like mainly: 

Why do my other 8 cameras do just fine plugged in to the switch with static IPs?Confused They have been this way for months, been powered on and off, etc, no issues.

Why is it that setting a static IP doesn't work with this switch? No switch or IP devices I have ever worked with behave this way. Static means static. If that isn't the case, then it should not even be an option on the camera.

Also, on a side note: The Config Tool has thus far been unreliable for me. I have refreshed 3 times while I type and it has not been able to pick up all 10 cameras on the network yet. It has some, and I can configure them, but not all. That program is flawed somehow, not sure what to say about it. I can use a third party IP scanner and get all the cameras, two other switches, and it detects the NVR itself quicker and more accurately than the Config Tool.

 

Sorry to put it that way, but I need more explanation than what I see here.
