The way you woud break this down is as follows
1080P/720P/960H/D1(1~25/30fps)
the 1~25 is refering to 1080, this means that at 1080P cameras can record up to 25FPS and at other resolutions such as 720P/960H and D1 you can record at 30 Frames Per Second.
Lets take this into an example the Movies at the Cinema are played at 24 FPS. Do you notice any difference? No, because it's fluid unless you go bellow 7 FPS then that is were you will encounter the "Flip Book efect".
